Scientific / Technical Facility in support to Crisis preparedness and Response

THE GLOBAL CRISIS ATLAS.


The overall aim is to provide crisis/security monitoring and mapping products in order to provide the context to understand, monitor, anticipate, prevent and respond to ongoing crisis or emerging crisis. This activity is supporting the European External action Service (EEAS) and is financed by the Service for Foreign Policy Instruments (FPI).

  • OBJECTIVE

    It supports decision making on strategic, tactical and operational decision levels by providing:
    • Background information for briefings
    • Situation assessment and monitoring
    • Crisis mapping
    • Other crisis or security relevant mapping
    • Monitoring of the Instrument contributing to Stability and Peace (IcSP) project implementation and planning

  • THE MAPPING PROCESS

    A series of activities precede the map production and contribute to an increased situation awareness including:
    • Geospatial and conflict analysis;
    • Situational assessment and actor monitoring;
    • Crisis dynamics and event chronology;
    • Other relevant crisis or security-related data;
    • Statistics and indicators analysis;
    • Remote sensing interpretation;

    WHAT MAPS?

    • Regular monitoring of complex crisis using open source information and relevant geospatial analysis to understand the geo-political situation, the belligerents controlled areas, the natural resources and baseline information;
    • Ad/hoc mapping to assess unstable situations in countries, cities or regions;
    • Monitoring of the Instrument contributing to Stability and Peace (IcSP) project implementation and planning;
    • Highlighting thematic aspects relevant for security threats;

  • BACKGROUND

    Since 2014, the European Commission has supported stability and peace worldwide through the Instrument contributing to Stability and Peace, established by Regulation (EU) No 230/2014.
    This includes both short and mid-term actions to prevent conflict, respond to crisis and build peace, as well as long-term actions to address global, trans-regional and emerging threats.
    An amendment to include Capacity Building in support of Security and Development was adopted on 12 December 2017 (Regulation (EU) No 2017/2306)
    As of 2021, similar activities continue under the Neighbourhood, Development and International Cooperation Instrument (NDICI) - 'Global Europe' (Regulation (EU) 2021/947)

  • THE PORTAL

    The Global Crisis Atlas is a map’s catalogue available through the Science4peace Portal. It is accessible by means of a web interface where the user can search and query the products by country, region, date or type.
    The information platform allows access to mapping products to the European Commission, the European Parliament, the European External Action Service, the EU delegations and specific EU Member States entities.
    Given the sensitivity of some of the maps, the access to the Portal is not public but appropriate access privileges are given to the different stakeholders. You can request access by sending an email to: jrc-science4peace@ec.europa.eu
